The vocalist was at the forefront of "electro-pop" for a while - they were also on the soundtrack of "Risky Business", if that's any help.

Not Tangerine Dream - the track on the Risky Business soundtrack contains lyrics, including the phrase “Risky Business” - this track is by the band I am after, but is not the track containing the lyrics from my original post

I managed to find a chart history. It spent three weeks in the UK charts, peaking at number 68. The band is Talking Heads(David Byrne, in conjunction with Brian Eno, was very involved in "electro-pop").
The album is "Stop Making Sense" - hence the reference to political speeches
Hopefully from that someone will know the track containing the lyrics I quoted.

I think Lazy was David Byrne as a guest vocalist with another band, and Once in a Lifetime charted much higher possibly, so I'm going to rule those out.
