I guess the no so accurate HRV apps can be of help then but no where near as good as the HRV device you have. The problem with nearly all HRV products is… a) cheap hardware (with a lot of deviation within a charge, build in the same factory, nearly same hardware, but differently branded housing) b)...

Does anyone monitor their 'resting' lactate level? No, it's not useful/helpful. Everything between 0.8-1.6 is "normal", as it depends heavily on personal baseline (which depends on your lifestyle). That said usually around 1.2-1.4 is quite common, but it really really depends on your pers...

So just longer slower rows for a while after weights. Of course everyone is different and free to do whatever he thinks it's best for him, but I would change the order.
