Well, got to the bottom of it. The HRM I'm using is (allegedly) ANT+ compatible but (on contact with the manufacturer) it turns out that this does not include Concept 2 products. Live and learn. The Fletcher plan is a hideous series of workouts written mainly to help train toward marathon distances.

I'd treat the HR with a massive pinch of salt. My resting rate can dip to 60, and measured max is at least 195.....

I use a Coros Apex, which compares relatively favourably with my wahoo arm monitor for whatever that's worth.

I lack the discipline to have an undefined rest so haven't used this function yet, but I'll have a play with it tomorrow morning to see what results I get.
